Need an action plan by tomorrow: SC to Centre, states on air pollution

Supreme Court on Monday sought an action plan within 24 hours from Centre and state governments, detailing steps taken by task forces to stop air pollution The Supreme Court on Monday sought an action plan within 24 hours from the Centre and state governments, detailing steps taken by task forces to stop air pollution caused by vehicular traffic, construction work, stubble burning, power plants, entry of heavy vehicles, dust, etc. A bench headed by Chief Justice N.V. Ramana told counsel appearing for the Centre and state governments, “Need an action plan by tomorrow evening. Hold a meeting…” The top court also asked the Centre and states to allow the people to work-from-home. The bench, also comprising Justices D.Y. Chandrachud and Surya Kant, noted that the Centre in its affidavit has submitted that stubble burning is not a major factor leading to severe air pollution level in the capital, rather the agricultural burning leads to merely 11 per cent contribution on PM 2.5 and PM ...

Govt, farmer unions talks fail to make headway, to reconvene on Jan 8

Officials said while the central government wanted farmers to discuss the three Acts clause by clause, the farmers wanted nothing less than an assurance of total repeal The seventh round of talks between agitating farmers and the central government to resolve the impasse over the three farm laws and a legal guarantee for minimum support price (MSP) yet again failed to make headway. Both sides dug in their heels before deciding to reconvene on January 8. Officials said while the central government wanted farmers to discuss the three Acts clause by clause, the farmers wanted nothing less than an assurance of total repeal. The central government in its submission to farmers said the government was willing to discuss the Acts threadbare with farmers from the rest of the country before moving ahead. “The Centre wants the unions to raise specific issues in the three farm laws they have problems with. Both sides need to find a solution. We are hopeful of a solution on January 8. Monday’s talk...

Centre, farmers make some headway; another meeting on Dec 5 to break logjam

A breakthrough in the farmer unions’ key demand for an assurance on continuation of the Minimum Support Price (MSP) procurement system is also said to be in the works The fourth round of talks between protesting farmers and the Centre on the three agriculture Acts seemed to make some headway, with the government willing to consider some of their objections to the legislation. Their demands include a having level playing field in taxes between proposed private mandis under the new Acts and the existing agriculture produce marketing committees (APMCs), and traders’ mandatory registration even if they trade outside those. Sources said a breakthrough in the key demand of the  farmers union  for an assurance on continuing minimum support prices (MSPs) in procurement was also in the works. In their present form, the agriculture trade Act says that no state or Centre can levy any sort of tax or levy on any trade done outside APMCs (an area which has been designated as trade ar...

Thick smog blankets Delhi as Covid-19 gets new ally in air pollution

New Delhi’s air quality was running at levels considered hazardous for three consecutive days earlier this week The thick smog that blankets northern India with the approach of winter has a particularly grim ally this year: Covid-19. Air pollution from the annual burning of rice stubble across the states of Haryana, Uttar Pradesh and Punjab is reversing the gains that gave the north of the country its cleanest air in two decades under lockdown earlier this year. New Delhi’s air quality was running at levels considered hazardous for three consecutive days earlier this week, and the usual peak in pollution around the Diwali festival won’t even hit until Saturday. In Alipur in the north of the capital, an air quality index that conventionally tops out at 500 posted an off-the-charts reading of 851 Monday. That’s particularly troubling given the evidence that  Delhi air pollution  is a major factor raising the risk of dying from coronavirus. The decline in pollution and roa...
